Louis (Rusty) Toler worked at the Social Security Administration for three decades. His 30 year-career at SSA included Director’s positions in the Office of Disability and Office of Communications. He received SSA’s highest individual honor, the Commissioner’s Citation, for his work with the Gallup Organization in developing the Public Understanding Measurement System.
Earlier in his federal career, he worked at the Veterans Administration in Florida and Washington earlier in his federal career. Prior to advising Social Security Works, he served as a Senior Fellow at the Women’s Institute for a Secure Retirement (WISER),receiving its “Making A Difference Award’ for improving the financial future of American women.
His community service includes three terms as the Chair of the Howard County Commission on Aging, Board Member of the Homes for Life Coalition, Vice Chair of the Columbia Association’s Senior Advisory Committee, and Secretary of Common Cause Maryland. In 2015, he received the Paul Willging Endowment Annual Award of Excellence for improving the quality of life of older adults in Howard County.
